The Directorate of Transferred Services / Department of Administration and Finance seeks to hire a Treasury and Payment Management Unit Technician.
The selected candidate will be responsible for providing operational support for comprehensive fund management, payment execution, and rigorous recording of the Health Directorate's financial transactions, ensuring traceability, timeliness, and regulatory compliance in public resource management.
**Main Responsibilities:**
* Execute payment processes to suppliers and third parties, managing bank transfers, checks, and associated documentation.
* Record all treasury unit income and expenditure transactions in the institutional system (e.g., CAS or financial ERP) both accounting- and finance-wise.
* Conduct periodic bank reconciliations for municipal/health current accounts.
* Manage petty cash and imprest funds, ensuring strict adherence to internal regulations and accountability reporting.
* Maintain up-to-date physical and digital archives of all supporting documents for income and expenditures.
* Prepare treasury reports, cash flow statements, and payment status reports for management.
* Address and respond to supplier and internal user inquiries regarding payment status and transaction details.
* Safeguard and record negotiable instruments, guarantee letters, and other valuables.
**Applicant Requirements:**
* Academic Qualification: **Diploma of Higher Technical Education in Accounting,** Administration, Finance, or related field (minimum 5 semesters) (Mandatory).
**Technical Knowledge:**
Basic accounting, cash flow management, and treasury operations.
Proficiency in financial ERP systems and intermediate Excel skills.
(Desirable) Public Sector Financial Regulations / NICSP or training in CAS, SIGFE, or Governmental Accounting.
Experience: Minimum 1 year of technical experience performing treasury or payment functions in public or municipal institutions (Mandatory).
Working Conditions:
Workweek: 44 hours.
Schedule: Monday–Thursday: 08:00\-17:00 hrs., Friday: 08:00\-16:00 hrs.
* Salary: According to the communal APS salary scale.
Position Type: Full-time
Salary: $1\- $2 per month
