Job Profile The following elements constitute the Job Profile and will be used to evaluate applicants. Educational Qualifications * *Bachelor's Degree in Computer Engineering awarded by a Chilean university recognized and accredited by the State, or by a foreign university recognized by the Government of the Republic of Chile.* Specialization and/or Training ***It is desirable to hold one or more of the following updated and certified courses:*** *Knowledge of technical specifications for Hospital Information Systems (HIS).* *Knowledge of XML and HL7\.* *Extensive experience with databases (Oracle, Sybase, Cache, SQL Server, others).* *Knowledge of world-class solutions (ERP, BPM, SOA, others).* *Knowledge of Governmental Information Systems.* *Proficiency in Process Design and Modeling.* *Knowledge of projects utilizing Business Intelligence (BI) technologies and processes.* *Experience in Web Services management and configuration.* Public Sector / Private Sector Experience ***Desirable*** * *Minimum one year of work experience relevant to the job profile.* Competencies * *Interest in and commitment to teamwork, coordination with various stakeholders and institutions involved in project execution* * *Teamwork skills* * *Commitment to Public Health development* * *Openness to change and continuous learning* * *Ability to establish positive and collaborative working relationships* * *Knowledge of the Networked Health System* General Requirements Requirements for entering the Public Administration as stipulated in Article 12 of Law No. 18\.834 on the Administrative Statute: a) Be a citizen or a foreigner holding a residence permit. b) Have fulfilled the Recruitment and Mobilization Law, where applicable. c) Be in good health compatible with performing the duties of the position. d) Have completed basic education and possess the educational level or professional or technical degree required by law for the nature of the position. For positions governed by this law requiring a secondary education diploma, individuals with disabilities aged 18 or older who have completed their studies under special education modalities shall be deemed to meet this requirement. All of the above complies with Supreme Decree No. 83, 2015, issued by the Ministry of Education, approving curricular adaptation criteria and guidelines for preschool and basic education students with special educational needs, or any subsequent regulation. e) Not have been dismissed from a public office due to receiving an unsatisfactory performance rating or disciplinary action, unless more than five years have elapsed since the termination of functions. However, per Article 121 of this Statute, this time limit may be waived at the discretion of the respective prosecutor. f) Not be disqualified from holding public office or positions, nor convicted of a crime or felony punishable by imprisonment. Notwithstanding the foregoing, for auxiliary and administrative positions, conviction for an offense punishable by imprisonment for a felony shall not bar entry, provided it is not among those listed in Title V, Book II of the Penal Code. (Effective since 15\.10\.2013, per Law 20\.702\). Not be subject to disqualifications established in Article 54 of Law No. 18\.575, Organic Constitutional Law on General Bases of State Administration: a) Having active contracts or sureties, either personally or through third parties, valued at 200 UTM or more with the Service. b) Having pending litigation with the Service, except when related to exercising personal rights, or those of one’s spouse, children, adopted children, or relatives up to the third degree of consanguinity and second degree of affinity inclusive. c) Serving as director, administrator, representative, or holding at least 10% ownership rights in any type of company that has active contracts or sureties valued at 200 UTM or more, or pending litigation with the Service. d) Being the spouse, child, adopted child, or relative up to the third degree of consanguinity or second degree of affinity inclusive of Service authorities and managerial staff up to and including Department Head level. e) Engaging in private activities during official working hours within the Service, or activities interfering with official duties, except for teaching activities, limited to a maximum of 12 hours per week. f) Being convicted of a crime or felony.
