For positions governed by this law requiring a secondary education diploma, individuals with disabilities aged 18 or older who have completed their studies under special education modalities shall be deemed to meet this requirement. Notwithstanding the foregoing, for auxiliary and administrative positions, conviction for an offense punishable by imprisonment for a felony shall not bar entry, provided it is not among those listed in Title V, Book II of the Penal Code. Not be subject to disqualifications established in Article 54 of Law No. 18\.575, Organic Constitutional Law on General Bases of State Administration: a) Having active contracts or sureties, either personally or through third parties, valued at 200 UTM or more with the Service. b) Having pending litigation with the Service, except when related to exercising personal rights, or those of one’s spouse, children, adopted children, or relatives up to the third degree of consanguinity and second degree of affinity inclusive. c) Serving as director, administrator, representative, or holding at least 10% ownership rights in any type of company that has active contracts or sureties valued at 200 UTM or more, or pending litigation with the Service. d) Being the spouse, child, adopted child, or relative up to the third degree of consanguinity or second degree of affinity inclusive of Service authorities and managerial staff up to and including Department Head level. e) Engaging in private activities during official working hours within the Service, or activities interfering with official duties, except for teaching activities, limited to a maximum of 12 hours per week. f) Being convicted of a crime or felony.
