Therefore, the average gross monthly income including modernization bonus amounts to **$3.627.616.-** and the average gross monthly income excluding modernization bonus amounts to **$2.973.082.-** **II. POSITION PROFILE** **2.1 Position:** Regional Manager \- Department of Administration and Finance Bio \- Bío \- Los Ríos **2.1.1.- Position Objective** Lead personnel, administrative and financial management of the region, ensuring efficient use of resources and providing support to technical operations according to current regulatory frameworks. **III. REQUIREMENTS AND PERMANENCE** **3.1. General Requirements:** The applicants must meet the requirements established in articles 46 and 47 of Supreme Decree 69/04 of the Ministry of Finance, for the provision of Department Head positions and equivalents, namely: * Be a permanent staff member or contractual employee of any Ministry or Service governed by the Administrative Statute. In the case of contractual employees, they must have served continuously in such capacity for at least the previous three years prior to the competition, a requirement that also applies to substitute employees, according to Comptroller General's Office Opinion 56.311 of 2014; * Be rated in Distinction List No.1; * Not be subject to disqualifications contained in letters b), c) and d) of the second paragraph of article 27 of the Competition Regulations, i.e.: + Not having been rated during two consecutive periods. + Having been subject to disciplinary censure more than once within the twelve months preceding the vacancy occurrence, and + Having been sanctioned with a disciplinary fine within the twelve months preceding the vacancy occurrence. Without prejudice thereto, applicants must not fall under disqualifications contained in article 54 of DFL No.1/19.653 of 2000 issued by the Ministry General Secretariat of the Presidency, which sets the consolidated, coordinated and systematic text of Law No. 18.575, Organic Constitutional Law on General State Administration Foundations, specifically: * Having active contracts or bonds valued at 200 UTM or more, either personally or through third parties, with the Service. * Having pending disputes with the Service, unless they relate to personal rights, those of spouse, children, adopted persons or relatives up to the third degree of consanguinity and second degree of affinity inclusive. * Being director, administrator, representative or holder of 10% or more shares of any type of company that has active contracts or bonds valued at 200 UTM or more, or pending disputes with the Service. * Being spouse, child, adopted person or relative up to the third degree of consanguinity or second degree of affinity inclusive of authorities and executive officials of the Service up to the Department Head level inclusive. * Being convicted of a crime or misdemeanor **3.2 Specific Requirements** **Position:** Regional Manager \- Department of Administration and Finance Bio \- Bío \- Los Ríos In accordance with article 2° of D.F.L No.2, of 2023, issued by the Ministry of Justice and Human Rights, establishing the requirements for entry into the executive staff and positions of the National Service for Juvenile Social Reintegration, to serve the position offered through this competition, it is required to have: A professional degree from a program of at least 8 semesters duration, granted by a state university or professional institute, or recognized by the state, or foreign degrees validated in Chile according to current legislation, and Proven professional experience of no less than 4 years. It is hereby established that the aforementioned requirements are **cumulative**, and therefore must be fully proven to be considered satisfied. **IV.
